On December 25, 2013, Chief of Police Robert Cowan, along with dozens of police officers, assembled on the Shawn Carson / Robert Nguyen Memorial Bridge for an annual wreath laying ceremony to honor the lives of Police Officers Carson and Nguyen, who died on, December 25, 2005, when their emergency services vehicle fell into the Hackensack River.

“To me, this is not only a representation of the lives Nguyen and Carson lost, it's a representation of all officers who have lost their lives in the line of duty,” said Jersey City Police Chief Robert Cowan. The Chief also expressed his gratitude to the increasing number of people who attended, “They could have chosen to spend this time with their families, their presence here means a lot to me and our department.”
